The Costs of Doing Business in a Cap-and-Trade World

Addressing global climate change has become a major policy goal for the 110th Congress, and the Senate appears poised to offer S. 2191, the “Lieberman-Warner Climate Security Act,” as a solution. S. 2191 is an economy-wide cap-and-trade bill aimed at cutting domestic greenhouse gas emissions approximately 65% below 2005 levels.

Most of the debate thus far has focused on the impact these programs would have on energy production and usage. While these concerns remain paramount, it appears nobody has considered the impact a cap-and-trade program will have on all companies’ day-to-day operations.

This educational event will focus on the day-to-day compliance issues that all businesses may have to encounter should this bill, or something like it, become law.  For instance, how will carbon trading markets operate?  What new risks must be addressed during mergers and acquisitions?  What are the federal and state taxation issues?
