Participants critically examined the “citizen lawyer” idea and debated its definition. Some panelists asserted that the citizen lawyer is the lawyer who serves in government or specifically in public office. Other panelists focused on lawyers who do pro bono and public service work. Finally, some panelists held the broadest view that all lawyers are citizen lawyers, because of the critical role they serve in the justice system and the economic life of the country.
Panelists also debated whether law schools have a responsibility to educate their law students citizen lawyers, and if they do, what changes might be required in the current legal education system to better serve the mission of training citizen lawyers.
