2015 WSSLC ~ Welcome!

The Idaho Surplus Line Association board and staff are thinking about fun in the sun with our broker and company friends. The peaceful Sun Valley Resort sets the stage for the 2015 conclave where you will sharpen your skills during the business sessions and relax in the hills with associates and loved ones. If golf is your game, Sun Valley's renowned courses will live up to your expectations.

Almost all business and entertainment will take place at the Sun Valley INN, so book your room at the INN if you want to be in the thick of the conference. For a little more solitude, look at the condos. A stroll through the village will take you to the SV Lodge. First constructed in 1936, the Lodge is under renovation and will be brand new when our group arrives in June. Refurbished guest rooms, lobby, restaurant and a “knock your socks off” spa are in the works.

Sun Valley says it best. "The seasons in Sun Valley may change, but one thing never varies: Our mountains come with a to-do list as tall as they are. Winter slopes and summer escapes, adrenaline junkies and solitude seekers, simple pleasures and luxurious indulgences. Whatever pulls you to the mountains..."

There are no guarantees one way or the other, but given the challenges of the conference for smaller states, 2015 could be Idaho's swan song as the host for our gathering of experts. Commit June in Idaho to your calendar; we are looking forward to meeting with you again!

The Sun Valley Trail Creek Course boasts 18 reasons to play a rugged and spectacular course providing a challenging round of golf for every level of player. Robert Trent Jones designed the course with a full compliment of stream carries and ominous bunkers well positioned to catch the errant shot. The 6,968 yard, 72 par course has 18 signature holes and crosses the beautiful Trail Creek seven times on the front nine alone! Coupled with fantastic views of the surrounding mountains and ever-present crystal blue skies, you will find a round of golf at the Sun Valley Resort a well-earned addition to any golf resume.

We offer three days of fly fishing related activities:

Saturday June 20 2:00 - 4:00 PM and 4:00-5:00 PM

What: Casting instruction/clinic followed by a casting contest

Where: The lawn in front of the Sun Valley Lodge, where registration takes place

Cost: $20/person, 4 person minimum

Equipment needed: Bring your fly rod if you have one, or you can use one of our rental rods.


Sunday June 21

What: 4-6 hour Guided Fly Fishing Trip

What Time: Immediately following your morning meeting around noon

Where Do We Go: For a 4-6 hour trip we generally take beginners to the Big Wood River, the river that flows through our valley.  Advanced fisherman can chose between the Big Wood and world-renowned Silver Creek a half hour south of here.

What if I would like to go on a longer trip?

No group WSSLC activity is planned for Sunday evening. Should you decide that you would like to go for a longer trip and go to a more remote location, we can accommodate you! For an additional $100.00 your guide can keep you out into the evening and take you to the Big Lost River. This is a river with amazingly stunning scenery and some excellent fishing. We also have a private access on the Lower Lost with a $ 60.00/person rod fee.

Monday June 22

What TIme:
Immediately following your morning meeting around noon

Where Do We Go: Same as Sunday...extended trips are not an option today because of a planned group activity

Cost:
$365.00 for one or two anglers. $125.00 for a third person. There is a 3 person maximum per guide. For total beginners, it is best to have only 2 anglers per guide. This includes transport to and from the river and 6 flies. If you lose more than 6 flies or would like to buy some for a future trip, the average cost is $2.00/fly.
$100.00 add if you chose the longer trip Sunday
$60/person if you chose the private access (subject to availability, we only allow one group)

Equipment
If you have waders, wading boots, a 4 or 5 wt fly rod and reel, bring them. If not we will rent you the whole package for $30.00/person. We have discounted this rate $5.00/person for your group.
 
You will also need sun glasses (preferably polarized), fleece pants under your waders, a sun protective shirt, sunscreen, hat, warm jacket, and rain coat - just in case. All are available for sale at our store.

You will also need a fishing license. You can buy online; id.outdoorcentral.us ....purchase hunting and fishing items. We can issue your license for you, but please get this done ahead of time to minimize the shop time on the day of our trips. Licenses cost $12.75 for the first day $6.00 each consecutive day. Once you have purchased a one day license, you cannot add to it - you will have to buy another 1 day license.

Tell us if you would like us to issue you a license. We will need your social security number to do this, so you might feel better doing it online. Give us your fishing experience. It is a good idea to book your trip sooner rather than later so we can plan our guide staff. All of our guides are knowledgeable about our local waters, are friendly and good with beginners and advanced fishermen alike. We have female guides available as well as guides experienced in teaching children.

WSSLC 2015 Conference Speakers

  THE HONORABLE THOMAS A. DONOVAN

Effective January 5, 2015, Thomas A. “Tom” Donovan was designated by Governor C.L. “Butch” Otter to serve as the Acting Director of the Idaho Department of Insurance. Previously Donovan served as the Deputy Director of the Department of Insurance under former Director William W. Deal since August 2011. Prior to that, and since October 1997, he was a Deputy Attorney General assigned to the Department of Insurance serving as the Lead DAG since 1999. Following graduation from the University of Idaho (B.A. and J.D.), Donovan clerked for Judge Roger Swanstrom at the Idaho Court of Appeals and practiced law in Boise, Idaho.

NICOLE ZAYAC

Nicole Zayac is a counsel in Mayer Brown’s Palo Alto Corporate & Securities practice. She focuses her practice on insurance industry transactions, particularly regulatory and compliance and insurance mergers and acquisitions work. Prior to joining Mayer Brown, Nicole was a counsel with Dewey & LeBoeuf LLP. Nicole represents insurance industry clients, including both producers and insurers, in connection with investigations and compliance actions by state insurance regulators and with licensing and holding company act applications before state insurance regulators. She also represents investors, including private equity funds, with regulatory aspects of investments in or acquisitions of regulated insurance entities.
— Acted as special insurance regulatory counsel to a start-up mortgage guaranty insurer in connection with its initial capitalization.
— Advised a closely held specialty property insurer in connection with general corporate and regulatory issues.
— Provided regulatory advice and regulatory approvals to a medical malpractice insurer in connection with a joint venture.
— Represented a Fortune 500 company in connection with over $130 million in reductions in security for self-insured workers compensation liabilities, including negotiation of required security deposits and conditions for maintenance of self-insured status.
— Represented the largest title insurer in connection with a series of internal re-structurings and external acquisitions, including the acquisition of a large competitor.
— Provided California surplus line compliance advice and operating guidelines for surplus line brokers affiliated with nonadmitted insurers and advised such clients in connection with investigations by the California Department of Insurance.
— Represented a California workers’ compensation insurer through initial formation and licensing at the peak of the California WC crisis. — Drafted and obtained regulatory approval for services, agency, and administrative service contracts for insurance companies.
— Drafted and worked on adoption of California legislation addressing client needs in title insurance, financial guaranty ins. and surplus lines.
— Represented a specialty property insurance company with compliance investigations regarding its rating and underwriting practices.
— Advised alien insurer clients on trusteed reinsurance status and requirements, including reduced collateral.
— Represented a captive surety insurer in obtaining a California certificate of authority as a full status insurance company.

 
JOHN CHAPIN

John Chapin has over 26 years of extensive sales, sales management, customer service and business-building experience. An award-winning sales speaker, trainer, and coach, he also writes a monthly sales article for close to 200 publications across the country. John started his sales career as a financial advisor at the age of 21, and one month later the stock market fell 22% in one day. John thrived in this tough market and went on to become the youngest branch manager for a national brokerage firm. While still managing his own accounts, he brought the branch from a ranking of 46th out of 52 to 11th.

He was also amount the top 1% of financial advisors nationally.

 
THE HONORABLE SCOTT KIPPER

Scott Kipper was reappointed Nevada Commissioner of Insurance on October 24, 2011. He previously served as Nevada’s Insurance Commissioner from December 2008 to June 2010. After leaving Nevada in 2010, he served as the Deputy Commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance and as CEO of the State of Louisiana Office of Group Benefits. He previously served as the Oregon Insurance Administrator from December 2007 to 2008. Prior to going to Oregon, Kipper served as the Deputy Commissioner in charge of the Office of Health Insurance for the Louisiana Department of Insurance for over two years, where he led the development and implementation of emergency rules following Hurricanes Katrina and Rita. Kipper worked as the senior regional director for the Health Insurance Association of America and America’s Health Insurance Plans from January 2001 through August 2005, where he directed legislative and regulatory efforts in a number of states, including Oregon, California, Texas, and Colorado. He spent two years on the staff of the National Association of Insurance Commissioners in Washington, D.C. as a health analyst, working on senior health insurance issues. Kipper began his regulatory career at the Wyoming Department of Insurance, serving nearly five years as a life and health insurance standards consultant, including form filing review, consumer liaison, and legislative duties. He started his insurance career as an independent life and health agent in Laramie, Wyoming, in 1985. Kipper graduated from the University of Wyoming with a degree in business administration.

 

 
BENJAMIN J. McKAY J.D., M.P.A.


Ben McKay joined the California SLA as Executive Director in 2012 after a career in both the private and public sector. Most recently, Ben spent eight years with the Property Casualty Insurers Association of America (PCI) as its Senior Vice President for Federal Government Relations. In that role, Ben was named one of Washington D.C.’s top lobbyists five times by The Hill, one of the city’s leading political newspapers. Prior to his time at PCI, Ben served as Chief of Staff to a member of United States Congress in Washington, D.C., and worked on financial services and international relations issues. Other career highlights include eight years as staff to members of the Florida legislature, where he worked on insurance, economic development, banking, criminal justice, and other important issues. He served a tour as a regulator at the Florida Department of State, where he held the position of Deputy Secretary for International and Legislative Affairs. Later, he served as the youngest Chief of Staff in the history of the 750-employee department. Ben received his Juris Doctor from Catholic University, his Master in Public Administration from Harvard University, and his Bachelor of Science from Florida State University.

 
CLISTON L. BROWN


As SLA’s Vice President, Communications, Cliston Brown is the association’s chief communications officer. He joined SLA in 2013. Cliston previously led the federal media outreach operations for two of the nation’s largest and most influential property/casualty insurance associations: the Property Casualty Insurers Association of America (PCI) from 2007-09, and the Independent Insurance Agents & Brokers of America (IIABA) from 2003-07, with both positions based in Washington, D.C. Additionally, he served as PCI’s communications director for the southeast region from 2009-13, based in the association’s Chicago headquarters, during which time he was the association’s chief politics and elections analyst for the 2010, 2011 and 2012 election cycles. He created and led PCI’s “Elections Matter” outreach campaign in 2012, which provided ongoing analysis of key races for the property/casualty sector and encouraged member engagement in those races. Prior to becoming an insurance industry communicator, Cliston served as the Director of Communications to a member of the United States Congress in Washington, D.C., and spent seven years as a newspaper and trade journal reporter in the Chicago area, covering law, business, politics and education. Cliston received his Bachelor of Arts from Valparaiso University in Valparaiso, Indiana.

 
DANIEL MAHER


Dan Maher is the Executive Director and Chief Operating Officer of the Excess Line Association of New York ("ELANY"). The Association is a statutorily created industry advisory association responsible for facilitating and encouraging compliance with New York's excess line law. Mr. Maher is also an attorney licensed to practice in the states of New Jersey and New York and a number of federal courts. Prior to joining ELANY in 1997, he was Senior Vice President and General Counsel with Lancer Insurance Company for fifteen years. Mr. Maher is a registered lobbyist in New York State and has influenced a number of changes to the New York State insurance law. Mr. Maher holds the professional insurance designation Association in Surplus Lines Insurance (ASLI) and is a frequent speaker on current issues affecting the property and casualty insurance industry.

 
FRED E. KARLINSKY


Fred E. Karlinsky is Co-Chair of Greenberg Traurig’s Insurance Regulatory and Transactions Practice Group. Fred has over twenty years of experience representing the interests of insurers, reinsurers and a wide variety of other insurance-related entities on their regulatory, transactional, corporate and governmental affairs matters. Fred is a recognized authority on national insurance regulatory and compliance issues and has taken a leadership position in many insurance trade organizations, has led many industry-driven legislative and regulatory initiatives, and is a sought after thought leader who has spoken and presented papers to insurance executives and governmental officials, both nationally and internationally. Fred is experienced in transactional law, executive and legislative governmental affairs, administrative law, and corporate representation. He advises clients on operational issues — including start-up initiatives, structuring, capitalization, and collaborative business relationships — and a complete array of regulatory and compliance issues, including licensure and corporate amendment applications, business expansion initiatives, solvency and statutory accounting issues, rate and form filings, and financial and market conduct examinations, to name a few. Fred has a long history as a primary strategist in all types of insurance-related legislative and regulatory initiatives for all kinds of insurance, including homeowners, automobile, workers’ compensation, medical malpractice and other lines of property and casualty and life and health insurance. In addition to his role with Greenberg Traurig, Fred has been an Adjunct Professor of Law at Florida State University College of Law since 2008, where he teaches a course on Insurance Law and Risk Management.

 
DICK COUCH


Dick Couch graduated from the Naval Academy in 1967 and served as a Surface Warfare Officer and SEAL Platoon Commander in Vietnam. While a platoon leader with SEAL Team One in 1970, he led one of the only successful POW rescue operations of the Vietnam War. On release from active duty in 1972, he entered the Central Intelligence Agency, where he served as a Maritime Operations Case Officer. Dick has enjoyed a unique relationship with the US Special Operations Command and has been allowed to document the special operations training venues for SEALs, Army Special Forces (Green Berets), Rangers, and Marines. Dick has served as an analyst for FOX TV, MSNBC TV, and ABC radio during periods of key combat operations in Afghanistan and Iraq. He has been a professor at the US Naval Academy where he taught ethics and is often called on to speak to issues of character and moral battlefield conduct at the service academies and special operations component commands. He began his writing career in 1990 and has authored nine novels in addition to nine works of nonfiction which focus on Military Special Operations, Special Operations Training, and Tactical Ethics. Currently, Dick is busy with his next book, a nonfiction work on two of his SEAL teammates who received the Medal of Honor. Couch lives with his wife Julia in central Idaho. When at home, he teaches writing workshops for the College of Southern Idaho. And when writing, lecturing, teaching, and a heavy travel schedule permit, he enjoys hiking, fly fishing, and skiing.   Comedy Mentalist Sean Bott

Grew-up in Saudi Arabia, where inhaling desert-dust and scorching-heat has severely warped his brain. He has entertained corporate audiences such as: 20th Century Fox, Disney, and Pacific Steel. The LA Times describes Sean as “a crazy mix between Jack Black and Criss Angel. Amazing!” Corporate audiences love his blend of hilarious character and psychic entertainment.


Although most agree Sean’s mental feats are awesome, it is his comedic timing, improvisational skill, and his hilarious character- voices that win audiences over. Sean’s innovative and distinct comedy mind reading has gotten him featured on MTV, Sci-Fi and the CW. His film credits include Disney’s Guide to Life, the Sci-Fi Channel’s Dead Rail, and 127 Hours with James Franco. His fast-wit, wacky characters, and comedy improvisation make his comedy mentalism as addicting as some Peruvian coffees. Douglas Cameron

Released 11 albums of his music, extensively toured the West year after year, played with all sorts of big name artists, played at premier concert venues, won a nationwide songwriting contest, has had his songs placed in TV ads and films, and has grown a considerable fan base - all while staying fiercely independent. With no record label or big corporate money behind him, Douglas Cameron calls his own shots, and he likes it that way. The stories are endless, from being backed by the Pam Tillis Band for a performance in Nashville, TN, to playing for 10,000 people at Red Rocks Amphitheater outside Denver, CO, to watching his truck blow up on the side of the road in Wyoming, Cameron continues his musical journey while allowing all these events of life to inspire his songs.

Douglas also teaches kids to play music at The Boise Rock School, working with them in band settings as well as private lessons. He produces recordings for students original works, as well as shooting and editing music videos. In 2014, he became the Host of Music From Stanley Radio Shows on KBSU Radio. MFS is weekly concert series that features amazing performers from Idaho and beyond. Radio shows are comprised of material from those performances and air on KBSU Saturday nights in the fall.

Douglas also plays and sings in the band Stranger Neighbor, a band that formed at the University of Idaho in 1996, toured all over the US and released 4 albums of material. Although they disbanded in 2002, SN reunited in 2012 for one show and again in 2015 for a University of Idaho Celebration. A new DC EP will be released in April 2015, featuring five new songs with performances by Casey Miller and John Fricke.
