The HOME Investment Partnership program remains one of the primary funding sources to implement local housing strategies designed to increase homeownership and affordable housing opportunities for low income residents.  This course will provide HOME grantees with a hands-on, in-depth guidance on the operating requirements for implementing successful HOME programs.   

The Assessment of HOME Program Models workshop will cover an assortment of program requirements using a case study format.   In this hands-on workshop, participants will underwrite a HOME project for financial sustainability, determine the appropriate amount of assistance needed, calculate HOME homeownership value limits, rents and income limits, and how to treat and expend program income.  Also, participants will engage in intensive discussion and activity to learn HOME administrative requirements relating to CHDO set-aside requirements, capital needs assessment, and project monitoring plans and procedures.  The class will also delve into the HOME commitment period and strategies to ensure funds are not recaptured.  

The case studies will explore several eligible activities including home repair services models; sweat equity models; housing conservation and efficiency programs, second mortgage assistance programs, and rehabilitation of in-rem vacant properties initiatives and how to assess market appropriateness.

The key learning objectives are:

  • Understand HOME administrative requirements;
  • Determine CHDO capacity and how to treat CHDO set-aside;
  • Underwrite project to determine financial sustainability during the affordability period;
  • Calculate maximum per-unit subsidy, rent and income limits and subsidy layering guidelines;
  • Explore different HOME model projects and market appropriateness; and
  • Discuss risk-based program monitoring strategies
