This initiative began in Fall 2006 with a series of workshops in which value stream maps were created to describe the then current project delivery processes used by Catholic Healthcare West, Kaiser, St. Joseph, and Sutter Health. In subsequent workshops, initial steps were taken to create a future state process map based on our collective learning, and pilot projects were launched to test and refine portions of that future state process.
The most recent workshops have been devoted to hearing status reports from the pilot projects, including OSHPD's initial efforts to improve their processes within the limits of state law. Since our meeting in September 2007, the state law has been changed, allowing OSHPD much more freedom. Many different ways of engaging OSHPD in project delivery are now either underway or imminent. The challenge is to structure those different approaches as experiments and prepare to learn from those experiments. The desired result looks to be either a finite menu of alternatives that can be matched with project characteristics and circumstances, or a set of principles and rules that apply to all projects, probably yielding somewhat different processes depending again on project characteristics and circumstances.
As an industry-representative group, we have taken on the task of producing the optimum policies and processes regarding OSHPD's role and participation on projects. At this workshop, OSHPD and other pilot project sponsors will report on their vision and experiments.
