The purpose of the Construction Facility Management Officer University (CFMO-u) is to provide essential training to the staff members of the 54 National Guard CFMOs. This training will cover virtually all areas of responsibilities including Construction, Energy, Environment, Facilities Management, Real Estate, and others. The training includes familiarization, refresher, advanced, and special topic training to augment sessions from previous years.
Each of the States and Territories of the United States (54 in all) has, for the purposes of management, an independent National Guard with a State Staff. One element of the State Staff is the Construction and Facilities Management Officer (CFMO).The CFMO has a staff of typically three to five personnel conducting technical work in support of state National Guard facilities. With an average MILCON budget of over 2.5 billion dollars, the Army National Guard (ARNG) constructs and maintains facilities in all 50 States, 3 territories (Guam, Puerto Rico, and the US Virgin Islands), and the District of Columbia. The total number of facility locations across the ARNG is 3,142, and there are 27,192 structures on those facilities. All facilities are tailored to the unique needs of the densities and functions the units in the Guard serve. These facilities total over 156 million square feet. The ARNG also maintains 41 major training centers comprising almost 4 million acres.
Each year a significant amount of effort is expended by the NGB Installations Division to support the states in scheduling and attending the CFMO-U courses. This training enables CFMOs and their staffs, both federal and state, to achieve/maintain high level of knowledge and skills in the performance of their day to day duties and responsibilities. Each of the states through budget submissions were provided the necessary resources for their federally reimbursed state employees to attend this required training.
