Kenneth Brennan
Deputy Director for Services Acquisition, Office of Defense Procurement and Acquisition Policy, Department of Defense
Mr. Ken Brennan is currently the Deputy Director for Services Acquisition in the office of Defense Procurement and Acquisition Policy. Since May 2013 he has been responsible for the technical and programmatic evaluation and functional oversight of all aspects of Department of Defense (DOD) services acquisition. While ensuring compliance with policies governing defense acquisition of services, Mr. Brennan is also responsible for review and analysis of services programs including cost, schedule, and risk management practices as well as services industrial base issues. He manages the governance structures and procedures used by Military Departments and Defense Agencies authorities who are responsible for services acquisition execution.

Jaclyn Smyth

Director of Strategic Sourcing, Office of the Chief Procurement Officer, Department of Homeland Security
Jaclyn Smyth is the director of the Department of Homeland Security (DHS) Strategic Sourcing Program Office within the Office of the Chief Procurement Officer, where she oversees a portfolio of over 75 DHS-wide contract vehicles valued at more than $57 billion. She has several years of experience in federal procurement and acquisition-related fields, where she has worked on a wide variety of large-scale DHS and federal procurements. She lends her expertise in sourcing strategies and category management in the federal-wide Category Management Leadership Council. She was recently named the federal-wide security and protection category manager and leads a cross-agency category team. She is responsible for developing and implementing government-wide strategies that align with established category management principles and methodologies. Prior to her federal career, she served as a principal with E3 Federal Solutions for several years during which time she consulted on DHS procurements.

Donna "Michelle" Warren

Director, Acquisition Services Division, Office of the Professional Services & Human Capital Categories, Federal Acquisition Service - Region 10, U.S. General Services Administration
Ms. Warren is the Director for the Acquisition Services Division. She is responsible for strategic leadership and management oversight of a geographically coast-to-coast, multi-disciplined team of 20 acquisition professionals supporting Federal Acquisition Service’s (FAS) professional services and human capital contract programs, government-wide professional services category management and FAS’ federal agency customers in Alaska, Idaho, Oregon, and Washington with assisted acquisition services, telecommunications, vehicles, and thousands of other goods and services. Ms. Warren brings 25 years of professional experience in the field of acquisition management to the GSA leadership team. Previous to GSA, she was the Director of Western Acquisition Division for National Oceanic and Atmospheric Administration’s (NOAA) Acquisition and Grants Office supporting line and staff offices in support of NOAA’s mission of weather forecasts, storm warnings, climate monitoring, fisheries management, coastal restoration, and supporting marine commerce affecting more than one-third of America’s gross domestic product. The division’s portfolio was valued at over $5 billion and included NOAA’s entire satellite program, all ship construction, and the nation’s litigation support for Deepwater Horizon. Ms. Warren served 20 years of active duty service in the US Air Force (AF)at all leadership levels within the continental United States, Bosnia, and Iraq.

Division Director, Category Management Division, Office of Professional Services and Human Capital Categories, Federal Acquisition Service, General Services Administration

Geri Haworth was appointed the Professional Services Category Manager in June of 2013. In this role she manages a team of employees working in the Professional Services and Human Capital ortfolio of the Federal Acquisition Service. Specifically, she is responsible for the oversight and management of the strategic initiatives related to category management. These initiatives focus on customer and industry engagement, the Acquisition Gateway category hallway, and improving the contract offerings that provide the services represented in the category. Geri has over 26 years of experience working in FAS helping federal agencies meet their mission requirements.
