Rozanne Andersen, J.D., serves as Ontario Systems’ Vice President and Chief Compliance Officer. She is responsible for leading Ontario Systems’ corporate efforts and response to the CFPB’s launch of compliance examinations in the ARM industry. Rozanne is a recognized thought leader in the area of compliance. Her advocacy work on behalf of the credit and collection industry has resulted in landmark legislation and regulation at both the state level and at the federal level with regard to the FDCPA, FCRA and HIPAA.

Allyson Baker is a partner in Venable’s Litigation Group.  A trial attorney with more than a decade of experience in the federal government and private practice, she focuses her practice on commercial litigation, consumer finance and tax controversy. Most recently, Ms. Baker was an Enforcement Attorney with the Consumer Financial Protection Bureau (CFPB) where she served as lead counsel on one of the first enforcement actions which also resulted in one of the largest agency settlements to date. She was a member of the initial team of attorneys hired to stand up the CFPB Office of Enforcement, and she helped formulate policies on litigation, investigations, and Dodd-Frank Act jurisdiction issues. She also led an office working group that created, reviewed, and coordinated research projects involving the application of Dodd-Frank and a group that coordinated the work between the Offices of Enforcement and Fair Lending. 

Ronald Canter is the founding member of The Law Offices of Ronald S. Canter, LLC of Rockville, Maryland. He is a member of the Bars of Maryland, Pennsylvania, Florida and the District of Columbia. He is also admitted to practice in federal courts through the United States, including the Supreme Court and several courts of appeal. Mr. Canter has been engaged in the private practice of law since 1980. He is a recognized authority on creditor’s rights and the regulation of collection practices. He has represented creditors, attorneys and collection agencies in complex litigation in both Federal and state courts.

Anthony E. DiResta is a partner with Winston & Strawn LLP. Tony's practice focuses on governmental investigations, commercial litigation (trial and appellate), and business counseling that involves: consumer protection issues (including privacy, allegations of deceptive or unfair advertising and marketing practices, and financial practices); trade regulations; and unfair competition. Tony is a former Director of the FTC Southeast Regional Office, and has an AV rating by Martindale-Hubbell. Kirk Jensen is a partner at BuckleySandler LLP. Mr. Jensen's practice focuses on retail and commercial financial services. In particular, he represents a variety of financial services clients in federal and state enforcement agency investigations and enforcement actions, litigation matters before federal and state courts, examinations, and in administrative proceedings.

Mr. Jensen has extensive experience representing financial institutions in matters relating to the federal and state fair lending laws, consumer protection laws, unfair and deceptive trade practices, consumer privacy laws, and mortgage fraud. He has represented financial institutions in matters initiated by a variety of government entities which include the Consumer Financial Protection Bureau ("CFPB"), the U.S. Department of Justice (“DOJ”), the Federal Trade Commission, federal and state banking regulators, and state attorneys general, and state banking regulators, among others. Mr. Jensen also has extensive experience representing financial institutions in class actions and other private civil litigation. Mr. Jensen has particular expertise in matters related to the federal Servicemembers Civil Relief Act (“SCRA”) and related state laws, having represented several institutions in landmark enforcement actions.

Mr. Jensen has published numerous articles and is a frequent speaker on a wide variety of issues related to retain and commercial financial services. In particular, Mr. Jensen has published and spoken extensively on SCRA issues, best practices in mortgage lending and servicing, unfair and deceptive acts and practices in the financial services industry, and consumer arbitration.

Lacey Jensen is the Senior Compliance Sales Executive at Columbia Ultimate, provider of all-inclusive solutions to the ARM industry. Jensen has over six years of experience serving our industry and currently works with collection agencies in implementing an effective compliance management system. She has worked with hundreds of agencies in support of their efforts in obtaining or maintaining regulatory compliance.

Todd Langusch is the President & Chief Executive Officer of TECH LOCK, Inc. Todd has more than 25 years of privacy, data security, and information technology experience and has held over 26 different information technology certifications. Currently, Langusch works with organizations of all sizes within the ARM Industry with their regulatory compliance programs and information technology innovation. He specializes in Collection Systems Technology, business processes, and holistic information security; mapping requirements for multiple regulatory and industry standards in a single project. Langusch has a strong background within the Collection and Debt Purchasing Industry holding top IT leadership positions at several large debt buyers and has performed over 700 security assessments in the asset receivables industry. Most recently, he served as Chief Information Officer for Asset Acceptance Capital Corp. While at AACC, Langusch restructured the IT department and created a highly capable World Class IT Organization which delivered the lowest IT costs and highest productivity to date in the company's history. He led the IT department and company to the highest revenue in the company's history for a quarter (Q1 2013) in 50 years.

Sasha Leonhardt is an associate in the Washington, DC, office of BuckleySandler LLP. Mr. Leonhardt represents financial services industry clients in a wide range of enforcement, litigation, and regulatory matters. Mr. Leonhardt has represented clients in government investigations and enforcement actions related to mortgage origination, servicing, and foreclosure. Mr. Leonhardt also has substantial experience advising clients on the Servicemembers Civil Relief Act. Mr. Leonhardt has written and published articles on data privacy, class action litigation, white collar litigation, whistleblower lawsuits, and the Consumer Financial Protection Bureau.

Kim Phan is an associate at Ballard Spahr. She provides guidance to clients on Consumer Financial Protection Bureau activity. Ms. Phan's experience includes preparing non-bank companies to participate in the CFPB consumer complaint system, submitting public comments on the larger participant rule for the debt collection market, and responding to CFPB supervisory activity. She supports nonbank company interactions with the Federal Trade Commission's Bureau of Consumer Protection, including responding to investigations and drafting testimony for FTC events.

Paula-Rose (P-R) Stark is a Senior Principal at Promontory. P-R assists Promontory clients with regulatory and compliance issues, focusing on consumer financial products and services. P-R was one of the first employees at the Consumer Financial Protection Bureau, from which she joined Promontory. She worked in the bureau’s regulations office, where she helped lay the foundation for statutory rulemakings on mortgage disclosures, mortgage servicing, and high-cost mortgages. She was also an enforcement attorney, and investigated practices related to mortgages, credit cards, and prepaid cards. She helped develop and monitor the implementation of the examination-support function performed by the bureau’s enforcement attorneys, and participated in examinations of marketing practices, disclosures, loan-originator compensation, debt collection, vendor management, and fair lending at various bank and nonbank institutions. Additionally, on behalf of the director's office, P-R helped guide a strategic-planning process to define the bureau's policy priorities. She worked with nearly all of the bureau's senior leadership, and was the principal author of several publications.

Anita Tolani is the managing partner in the firm of Weinberg, Jacobs & Tolani, LLP. Her legal practice has focused on business law, licensing and regulatory compliance matters, and estate planning.  She is a participant in the Members' Attorney Program of the ACA International, a former MAP Committee Member and certified by MAP as a Collection Notice Review attorney and HIPAA attorney.
