Mr. Andre J. Gudger was appointed as the Director of the Office of Small Business Programs in March 2011. Mr. Gudger serves as the principal advisor to the Secretary of Defense on small business matters.

Mr. Gudger’s career spans more than 15 years in the defense, intelligence, and investment banking industries. Previously, Mr. Gudger worked on key technical and financial initiatives with the Federal Deposit Insurance Corporation, Union Bank of Switzerland, and AT&T.

From 2003‐2009, Mr. Gudger served as Chairman and Chief Executive Officer of Solvern Innovations, a corporate entity which provided acquisition support and cyber solutions through training, research, and innovation. During this period, Solvern Innovations provided software development and commercialization through technology transfer to the Human Computer Interaction Lab at the University of Maryland College Park. In 2009, Solvern Innovations was acquired by TeleCommunication Systems where Mr. Gudger served as the Senior Vice President of the Cyber Intelligence division.

Mr. Gudger currently serves on several boards throughout the region, including the University of Maryland Baltimore County, the Maryland BRAC Small & Minority Business Advisory Board, and the Cyber Advisory Council.

Mr. Gudger received his Bachelor of Science degree from the University of Maryland at Baltimore County. He received his Master in Business Administration from the University of North Carolina at Chapel Hill, where he had the opportunity to study at the Chinese University of Hong Kong, Erasmus University in Rotterdam, Tec de Monterrey in Mexico, FundacaoVargus University in Brazil, and Gdansk University in Poland.

System for Award Management (SAM)

GSA Integrated Acquisition Environment (IAE) has begun consolidation of 8 federal procurement systems and the Catalog of Federal Domestic Assistance into 1 new system—the System for Award Management (SAM).  This consolidation and integration will streamline processes, eliminate the need to enter the same data multiple times, and save taxpayer money.  SAM will be developed in functional groupings, starting with Entity Management, which includes the capabilities found in the CCR/ FedReg and ORCA legacy systems, and the exclusions portion of Performance Information, which includes the capabilities found in the EPLS legacy system.  These capabilities are scheduled to be available in SAM in May of 2012, and the associated legacy systems will be retired.  This first phase will affect all vendors and grant recipients who register in CCR/FedReg, financial and many other systems that use the CCR/FedReg data, and contracting officers and federal agency representatives who deal with vendor qualifications and debarment issues.  Subsequent additions of capability will occur in phases through 2014 and possibly beyond.  Additional information is available at http://sam.gov/.

Kristine Preece’s diverse background includes work experience across both the public and private sectors in strategic marketing and communications, program management, Web marketing, conference planning, and change management. Currently, she is the program manager for the Electronic Subcontracting Reporting System (eSRS) and training lead for SAM at GSA. Her consulting experience in the private sector started with a small communications company and she has taken that experience to the Federal Government where she works closely with small business advocates across the government. She has a degree in Business Management from Utah State University.

2012 Round Table Discussions

Face Time With the Primes

An opportunity to meet with up to 4 primes or experts in your industry segment and 40 other businesses to partner and share ideas in an informal, small group setting. These sessions will be held after lunch: 4 - 25 minute session with 5 minute breaks in-between.

Please have your 30-60 second elevator speech ready and have enough business cards on hand for these sessions.
