John L.  Bushnell

Mr. Bushnell is a Senior Export Administration Specialist with the United States Department of Commerce, Bureau of Industry and Security's Western Regional Office.  He is their Program Manager for Education and Outreach Services, and has communicated Export Control Policy at conferences and seminars to a variety of audiences across the Western United States.

Prior to joining the federal government, he held Senior Management assignments in the manufacture of micro-electronics, surveillance and sensor systems, and commercial aircraft at both Hughes and McDonnell-Douglas Corporations.

In addition to his federal and private sector experience, he served at the municipal and county government levels with the City of Long Beach, California, and the County of Santa Barbara, California, in Water Distribution, Civil Engineering, International Trade, and Emergency Preparedness.

He has taught Management, and International Trade classes, as an Adjunct Professor, in both the Graduate School of Management, and University Extension, at the University of California, Irvine Campus.

He is very active in his local and federal communities, and has served on many initiatives with the Newport-Mesa Unified School District Board of Trustees, and the Greater Los Angeles Federal Executive Board.  He was recently Co-Chair of Newport-Mesa District's Citizens Budget Advisory Committee, and served a three year appointment as a member of the Ensign Intermediate School (Measure A) Site Committee.

He has taught numerous elementary school students the virtues of the National Junior Achievement Program, "Executives in the Classroom" series, in association with the Newport-Mesa district, and the former American Electronics Association which subsequently merged with Tech-America.

He created, directed, and produced a series of music videos depicting the "Return on America's Investment" within the Greater Los Angeles Federal Workforce.

He is a founding Board Member of the Small Manufacturer's Institute.  He is a Vietnam Era Veteran of the United States Marine Corps.

He is a graduate of California State University, Long Beach, with a Master of Public Administration Degree from the Center for Public Policy and Administration, and a Bachelor of Arts Degree in Film and Electronic Media.  Additionally, he earned an Associate of Arts Degree in Business Administration from Long Beach City College.

He earned certificates in Commercial, and Voice Acting, from Del Mar Media Arts in Irvine, California.  He produced a Blues, and a Brunch show for KOCI 101.5 FM, Newport Beach, and created "Johnny B's Legendary Rock N Radio Wayback Machine" all 12 episodes can be heard on the internet at: and short montages are available on You Tube. 

He is a certificated Meeting Planner, earning a certificate in Professional Meeting Management from Learning Tree University in Costa Mesa, California.  Additionally, he is a level three Contracting Officer's Technical Representative (COTR) within the Department of Commerce.

Richard Sylvestri

Richard Sylvestri is an Export Administration Specialist with the United States Department of Commerce, Bureau of Industry and Security's Western Regional Office.  He provides counseling assistance to exporters on export administration licensing requirements and regulations.

As part of the Bureau of Industry and Security Western Regional Office team, he conducts Export Administration training seminars, coupled with outreach activities to a variety of audiences who are seeking to learn or enhance their knowledge of the U.S. Export Administration Regulations.

Prior to joining the federal government, he worked on behalf of the State of California as an International Trade Specialist, conducting seminars and providing counseling to California companies.

In the private sector, he worked as an Export Specialist, shipping semi-conductor manufacturing equipment and severe service control valves throughout the world.  

Richard holds a Bachelor of Arts Degree in Public Relations from California State University, Fullerton.

Lani Tito

Lani Tito is an Export Administration Specialist with the U.S. Department of Commerce, Bureau of Industry and Security’s (BIS) Western Regional Office.  Ms. Tito has worked for the federal government for over 10 years, both in Washington D.C. and in California.  Prior to joining BIS’s Western Regional Office, Ms. Tito supported a number of programs for BIS during her time in Washington DC.  She represented BIS at the Committee on Foreign Investment in the United States interagency meetings, supported the Operating Committee, reviewed export license applications and classification requests, and assisted in the drafting of annual reports to Congress on Offsets in Defense Trade.   

Ms. Tito also worked for the Department of Homeland Security, U.S. Immigration and Customs Enforcement, Homeland Security Investigations (HSI).  Ms. Tito served as a National Program Manager for HSI’s Trade Enforcement Unit, overseeing customs trade fraud cases.  Ms. Tito represented HSI as the staff-level liaison to the Border Interagency Executive Council and participated on Presidential task forces to combat wildlife trafficking and seafood fraud.   Ms. Tito received two DHS Partner Awards from the U.S. Immigration and Customs Enforcement Director for her contributions in developing HSI’s Commercial Fraud Case Development Course and creating Trade Enforcement Coordination Centers across the United States.

Lani Tito received her Bachelors of Science in Commerce and Economics from Santa Clara University and her Master in Public Policy from American University.
