Richard Sylvestri is a Senior Export Administration Specialist with the U.S. Department of Commerce, Bureau of Industry and Security’s Western Regional Office. Since 2005, Mr. Sylvestri has been providing counseling assistance to exporters on export administration licensing requirements and regulations. As part of the Bureau of Industry and Security Western Regional Office, Mr. Sylvestri conducts Export Administration training seminars, coupled with outreach activities to a variety of audiences who are seeking to learn or enhance their knowledge of the U.S. Export Administration Regulation.

 

Prior to joining the Federal government, Mr. Sylvestri worked on behalf of the State of California as an International Trade Specialist, conducting seminars and providing counseling to California companies.

 

Mr. Sylvestri also worked as an Export Specialist in the private sector, shipping semiconductor manufacturing equipment and severe service control valves throughout the world. Mr. Sylvestri holds a Bachelor of Arts Degree in Public Relations from California State University, Fullerton.

Mehrdad Moarefian is an Export Administration Specialist with the U.S. Department of Commerce, Bureau of Industry and Security’s Western Regional Office in Irvine, California. Mr. Moarefian served four years as an active duty Marine with deployments to Fallujah and Okinawa.

Mr. Moarefian received his Bachelor of Arts in Political Science, with an emphasis on International Relations, from the University of California, Los Angeles (UCLA) and a Masters of Arts Degree in European and International Affairs from Linköping University in Sweden.

Ms. Tirrell McKnight is an Export Administration Specialist with the U.S. Department of Commerce, Bureau of Industry and Security’s Western Regional Office in Irvine, California. Ms. McKnight has over 18 years of Federal service, with eight years serving for the U.S. Navy and ten years with the U.S. Department of Homeland Security. Ms. Knight has a Bachelor of Arts Degree from San Diego State University and a Masters degree in Business Management from the University of Redlands. Ms. McKnight’s professional experience, education, and outgoing personality are very well suited to the BIS mission, seminars for Export Compliance and counseling.

 

 

RICHARD WEIR

Special Agent in Charge Bureau of Industry and Security Office of Export Enforcement

Special Agent in Charge (SAC) Richard Weir – Richard “Rick” Weir is the Special Agent in Charge (SAC) of The Department of Commerce’s, Bureau of Industry and Security, Office of Export Enforcement, Los Angeles Office. In that role, he is responsible for the protection and promotion of U.S. national security and foreign policy objectives in his assigned area of responsibility. He supervises a highly specialized law enforcement office that is focused on deterring the proliferation of Weapons of Mass Destruction, missile delivery systems, and the diversion of dual-use goods to unauthorized military end-uses, terrorists and state sponsors of terror. The Los Angeles Office is responsible for investigating violations in Southern California, Arizona, New Mexico, Southern Nevada, and Hawaii.

SAC Weir joined the Office of Export Enforcement in 2001 and has served previously as the Assistant Special Agent in Charge and as a Field Agent in Los Angeles. Prior to coming to OEE he was a U.S. Customs Inspector in the Port of Long Beach/Los Angeles where he spent all four years on the Outbound Enforcement Team. SAC Weir's 25 years of federal service include 10 years in the U.S. Navy serving in Operations and Law Enforcement. SAC Weir also served as a member of the California Army National Guard where he served in a Military Intelligence Battalion.
